Mr. Moreno is a distinguished professional with over 35 years of professional and managerial experience having previously served in senior executive capacities for Cardno, Inc., Sapphire Energy, and with antecedent entities that are now incorporated into the undertakings of John Wood Group, PLC and SNC-Lavalin. He has significant experience developing technical and managerial leadership teams as well as deploying high value services and strategies that have resulted in regular, comprehensive, secure, profitable and sustainable outcomes.

Mr. Moreno’s market development, managerial oversight and practice area expertise encompass a wide breadth of engineering and consultancy. Specific depth includes water resources, transportation, energy, earth sciences, environmental and natural resources, physical infrastructure, transaction activities and policy development.

Mr. Moreno’s corporate governance experience includes all matters of strategy and business planning, strategic partnerships, finance, risk management, human resources, legal, operations, administrative and advocacy programs as well as ownership transition, acquisition activities, shareholder and board interaction. These efforts include full business and P&L responsibilities, planning, budgeting, marketing, client service; sector and business line growth and development; profitable project delivery and technical execution; and the development of the professional, managerial, sector, business line and technical leadership staffs.

He is a Registered Civil Engineer and earned a Bachelor of Science in Civil Engineering from the University of California, Berkeley and a Master of Science in Civil Engineering from Stanford University. He is currently based in Southern California.
